Unable to access the web site using
1) http://machinename
2) http://machinename.fqdn (fully qualified domain name)
3) http://x.x.x.x from client machines

Environment

SBS 2003, SP2, IIS 6.0
Resolution
=========
We found that the TCP Chimney, TCPA Offload, and Receive Side Scaling were enabled.
We disabled them and fixed the issue.
